Program Overview

New Jersey has implemented incentive programs to offset the cost of installing Level 2 and Direct Current (DC) charging stations. The NJ Board of Public Utilities (NJBPU) Multi-Unit Dwelling EV Charger Incentive Program offers grants to compensate owners for the installation of charging stations. For business owners, the Pay$ to Plug In Program also offers compensation for installing EV charging stations. 

In addition to the programs offered by the state of New Jersey, electric utility companies may offer additional incentives for the installation of Level 2 and DC Fast Chargers. Certain EV charging stations, including those that receive service from Atlantic City Electric, Jersey Central Power and Light, Public Service Electric and Gas, or Rockland Electric may be eligible for additional EV charging incentives. Level 2 Mixed-Use Commercial Charging:
PSE&G offers a variety of incentives for electric vehicle chargers, including:

Customers are eligible for an on-bill credit of up to $30,000 toward the cost of upgrading Customer-Side Make-Ready (CSMR) assets for the installation of commercial Level 2 smart chargers. NOTE: This incentive is calculated based on the number of chargers installed. This subprogram offers up to $7,500 per charger installation for up to four chargers per site.

If there are any costs associated with upgrading the utility-owned assets that service the property, customers are eligible for a reduction of up to $10,000. The reduction would be applied toward any required customer deposit for Utility-Side Make-Ready (USMR) work performed by PSE&G to support the additional electric load in a safe, reliable manner.

Public Direct Current Fast Charging (DCFC):
Customers are eligible for an on-bill credit of up to $100,000 per site toward the cost of upgrading Customer Side Make Ready (CSMR) for the installation of DCFC chargers. NOTE: This incentive is calculated based on the number of chargers installed. This subprogram offers up to $25,000 per charger installation for up to four chargers.

If there are any customer costs associated with upgrading service of utility owned assets to the property, customers are eligible for a reduction of up to $50,000 in any required customer deposit for Utility Side Make Ready (USMR) work performed by PSE&G to support the additional electric load in a safe and reliable manner.

Customers also may be eligible for Demand Charge Rebates to help lower electricity costs.

More about the State EV Charging Incentives

It Pay$ to Plug In provides grants to offset the cost of purchasing and installing electric vehicle charging stations. Much of this is from budget provisions for federal tax credits extended for EVs in New Jersey. The program is designed to expand New Jersey’s growing network of electric vehicle infrastructure, allowing residents, businesses, and government agencies to purchase and drive electric vehicles. Private residential dwellings other than multi-unit dwellings are not eligible for grants.

The program is open to all other applicants: Businesses, governments, non-profit organizations, and educational institutions.

Eligible Projects

Workplaces: Level 1 and Level 2 charging stations for employees who drive electric vehicles. Examples include workplace chargers for employees who drive electric vehicles to work, and chargers for fleet vehicles.

Public Places: Level 1 and Level 2 charging stations that are open to the public. Examples include charging stations in downtown areas, public parking lots and garages, hotels, transit centers, leisure destinations, colleges and universities, retail parking areas, and public parks.

Multi-Unit Dwellings: Level 1 and Level 2 charging stations for multi-family residences, including apartments, condominiums and townhouses. There must be a minimum of five (5) units. DEP and BPU MUD Grant Program Comparison

Corridor: DC Fast Charging stations that are open to the public, provide 150kW or greater power, and are on the priority corridors identified in the strategic mapping will be prioritized for funding. Learn more

Community: DC Fast Charging stations that are open to the public, provide 50kW or greater power, and are in locations where people live and work. Learn more

eMobility: Level 1, Level 2, and DC Fast Charging stations that are in association with shared mobility, car sharing, and ride-hailing services.

Upon completion of work in accordance with the eligibility criteria, NJDEP will reimburse each applicant for a percentage of eligible costs, up to a maximum of:
$750 per Level 1 charging port;
$4,000 per Level 2 charging port.

eMobility reimbursements will vary depending on location and availability to the public.

Residential Electric Vehicle (EV) Charging Station Rebate

State EV Charging Incentive

The New Jersey Board of Public Utilities (NJBPU) offers a $250 rebate to residents for the purchase of an eligible Level 2 EV charger through the Charge Up Residential Charger Program. Commercial Electric Vehicle (EV) Charging Station Rebates – Jersey Central Power & Light 

Private/Utility EV Charging Incentive

Jersey Central Power & Light (JCP&L) offers rebates to commercial customers for the installation of publicly accessible, make-ready Level 2 and direct current fast charging (DCFC) stations. Eligible applicants must install a minimum of two charging ports and may receive rebates of up to 10 ports per location. Multifamily customers in overburdened communities are eligible for a rebate of up to $8,375 per port. Commercial customers may also receive bill credits for charging during off-peak hours. JCP&L also offers rebates of up to $5,500 to residential customers for the installation of make-ready Level 2 EV charging stations. Electric Vehicle Supply Equipment (EVSE) Rebates – Atlantic City Electric (ACE) 

Private/Utility EV Charging Incentive

Atlantic City Electric (ACE) offers make-ready rebates of up to $1,000 (per EVSE) toward the installation of Level 2 charging stations for eligible residential customers, and up to $5,000 (per port) for multi-unit dwellings (MUDs), commercial, and fleet customers. In addition, these rebates are available for publicly accessible Level 2 and Direct Current (DC) fast EVSE. For more information and how to apply, please visit the ACE website.

The New Jersey Board of Public Utilities approved a settlement for PSE&G’s proposed electric vehicle charging infrastructure program. These funds will help PSE&G to develop EVSE charging infrastructure throughout the state of New Jersey. About PSE&G Electric Vehicle Charging Program

PSE&G’s Clean Energy Future – Electric Vehicle (EV) Program received approval to invest $166 million to build out New Jersey’s EV charging infrastructure, which will have customer and societal benefits. It will also put New Jersey on track to become a front-runner in transportation electrification. The EV program is designed to support the deployment of EV chargers across a wide range of customers and sectors including Residential, Mixed-Use and Public DC Fast Charging. This program offsets the cost of make ready infrastructure needed to operate EV chargers. Customers are responsible for the cost of the EV charging unit. Make ready infrastructure is defined as the work on the utility side of the meter, known as pole to meter (PTM) and on the customer side of the meter, known as behind the meter (BTM).
