CA State Program Overview 

California has implemented the Clean Vehicle Rebate Project, also known as CALeVIP, to offset the costs of installing charging stations for electric vehicles. This state-wide program offers incentives for installing Level 2 and/or Direct Current (DC) Fast Chargers. Depending on the county the chargers are installed in, incentives range from $5,000 to $80,000 per charger. Liberty Access Technologies is a qualified network provider through CALeVIP, which allows our customers in each and every county to qualify for these incentives. 

In addition to the Clean Vehicle Rebates, local air district and utility companies may offer additional incentives for the installation of chargers. Please visit the Clean Vehicle Rebate Program’s link to find applicable incentives in your county.

Electric Vehicle Supply Equipment (EVSE) Pilot Programs
State EV Charging Incentive

The California Public Utilities Commission (PUC) may provide funding for pilot utility programs to install EVSE at educational facilities, state parks or beaches. Priority must be given to locations in disadvantaged communities, as defined by the California Environmental Protection Agency. Residential Electric Vehicle Supply Equipment (EVSE) Financing Program

State EV Charging Incentive

Property-Assessed Clean Energy (PACE) financing allows property owners to borrow funds to pay for energy improvements, including purchasing and installing EVSE. The borrower repays over a defined period through a special assessment of the property. Local governments in California are authorized to establish PACE programs. Property owners must agree to a contractual assessment on the property tax bill, have a clean property title, and be current on property taxes and mortgages. Financing limits are 15% of the first $700,000 of the property value and 10% of the remaining property value. Antelope Valley Air Quality Management District (AVAQMD) offers grants for the installation of public EVSE, up to 80% of the total costs of infrastructure, equipment, and installation of eligible projects. Alternative Fuel Infrastructure Grant – Santa Barbara County

State EV Charging Incentive

The Santa Barbara County Air Pollution Control District (SBCAPCD) offers grants for the installation of alternative fuel infrastructure located in Santa Barbara County. Grants may cover 80% of project cost, up to $250,000. Eligible projects include but are not limited to EV charging stations. Electric Vehicle Supply Equipment (EVSE) Rebate – South Coast and MSRC

State EV Charging Incentive

The South Coast Air Quality Management District (SCAQMD) and the Mobile Source Air Pollution Reduction Review Committee’s (MSRC) Residential Electric Vehicle (EV) Charging Incentive Pilot Program offers rebates of up to $250 towards the purchase of a qualified residential Level 2 EVSE. Additional rebates of up to $500 are available for low-income residents. Funding is available on a first-come, first-served basis to residents within the SCAQMD jurisdiction. Electric Vehicle Charger Incentive Program – San Joaquin Air Pollution Control District Charge Up!

The District is currently accepting applications for its Charge Up! Program. This program provides funding for public agencies and businesses in the Valley (Fresno, Kern, and San Joaquin Counties) to install electric vehicle (EV) chargers for public access. These chargers will support existing EV owners and encourage the growth of clean technology in the Valley. For more information, please review the program guidelines.

EVSE Rebate – Alameda Municipal Power (AMP)

Utility/Private EV Charging Incentive

Purchase and install a Level 2 electric vehicle charger at home and receive a rebate reward card worth up to $800. Commercial customers are also eligible for a $500 rebate for every additional port, up to $3,000. Additional terms and conditions apply. EVSE Rebate – Anaheim Public Utilities

Utility/Private EV Charging Incentive

Anaheim Public Utilities (APU) provides rebates of up to $400 or $1,000 for (both residential and business) who install Level 2 (240-Volt) plug-in Electric Vehicle (EV) Chargers. Under this program, Anaheim will reimburse customers for out-of-pocket expenses per EV charger, and the charging facility may be used for personal or business purposes without being made available to the public. Customers will be reimbursed for out-of-pocket expenses. Additional terms and conditions apply. EVSE Rebate – Azusa Light & Water

Utility/Private EV Charging Incentive

City of Azusa utility company Azusa Light & Water EV customers who install an ENERGY STAR® Level 2 (240) EV charger in their residence are eligible for $150 rebate. A Level 2 EV charging unit will charge an electric vehicle up to 6 times faster than standard 110 Volt household outlets and can add up to 25 miles of range per hour of charging. EVSE Rebate – Burbank Water and Power (BWP)

Residential customers can get rebates of up to $1,250 with an electric panel upgrade. Customers living in a Disadvantaged Community (DAC) area of Burbank can qualify for increased rebate amounts of up to $1,500 with an electric panel upgrade. EVSE Rebate – Central Coast Community Energy (CCCE)

Central Coast Community Energy offers a rebate of up to $10,000 for Level 2 EV charging stations installed at homes or workplaces. For details on eligibility and how to apply, please visit the CCCE Electrify Your Ride website.

EVSE Rebate – Colton Electric Utility

Utility/Private EV Charging Incentive

City of Colton Electric Utility provides a rebate of up to $500 to eligible customers who install a Level 2 (240V AC) plug-in chargers at their residence or business.

Electric Vehicle Supply Equipment (EVSE) Grant Incentive – El Dorado County, Air Quality Management District (AQMD)

Utility/Private EV Charging Incentive

AQMD is pleased to announce the release of a Request for Proposal (RFP) for electric vehicle supply equipment (EVSE) installation to support electric vehicle (EV) use in El Dorado County. $70,000 is available for “charging station” projects in this round at up to $5,000 per charger (i.e., per individual EV connection). Matching funds must be provided in the form of grantee-provided electricity, designation of parking spaces, and availability to the public. Eligible applicants in El Dorado County only include: retail business operators, owners, and retail commercial property owners, cities, special districts, other political subdivisions, and jurisdictions joined together by joint power authorities (JPA)s or memorandum of understanding (MOU)s, and non-profit organizations. Applications are being accepted until Friday, January 13, 2023. Please contact AQMD at (530) 621-7501 for more details.

EVSE Rebate – Glendale Water and Power (GWP)

Utility/Private EV Charging Incentive

GWP provides rebates to commercial and residential customers toward the purchase of Level 2 EVSE. Commercial or multi-family customers who purchase and install EVSE can receive up to $6,000. Residential customers who install a charger can receive up to $599. For program guidelines and application materials, see the GWP Electric Vehicles website.

GWP also offers the Off-Peak EV Charging Rebate program encourages Glendale EV drivers to charge their vehicles overnight on weekdays between 9:00 p.m. and 12:00 p.m. and any time on the weekend in exchange for a monthly incentive of $8. All battery electric or plug-in hybrid vehicles are eligible to participate in this program. 

EVSE Rebate – Liberty Utilities

Utility/Private EV Charging Incentive

Liberty Utilities, in Portola, CA offers residential customers a rebate of $1,500 and commercial customers a rebate of $2,500 for the purchase and installation of EVSE at their home or small business. For details, please visit Liberty’s Electric Vehicle Program website.

EVSE Rebate – Los Angeles Department of Water and Power (LADWP)

Utility/Private EV Charging Incentive

LADWP is expanding its support of electric transportation with Charge Up LA! The program offers LADWP residential customers rebates to help offset the cost of purchasing and installing eligible charging stations for electric vehicles. Eligible customers may receive a rebate of up to $1,000 for the purchase and installation of a qualified Level 2 (240-volt) charging station and a $250 rebate for the installation of a dedicated EV meter. LADWP also offers an EV rate discount for charging EVs, for more information please contact a program specialist.

In addition, customers participating in LADWP’s Lifeline or EZ-SAVE Low-Income Customer Assistance (EZ-SAVE) Program are eligible for an additional $500 rebate. EVSE Rebate Multi-Unit Dwelling (MUD) and Workplace – MCE

MCE provides installation support and funding for the installation of approved EVSE. To qualify, the workplace or multifamily property must receive MCE service (see MCE’s service area) and must be one of the following: a workplace that will offer EV charging to employees and/or fleet, a commuter parking lot, or a multifamily property of 4 or more units that will offer EV charging to renters. Residential and Commercial EVSE Rebate Incentive – Pasadena Water and Power (PWP)

Utility/Private EV Charging Incentive

Residential: Residential electric customers are eligible for a $600 rebate when they install a qualifying “WiFi enabled” EV charger or a $200 rebate when they install a standard (Non-WiFi) EV charger at their home. Commercial: A $3,000 rebate for the installation of a smart Level 2 (240V) charging station for commercial, workplace, multi-unit dwelling (MUD), and fleet customers is available for a limited time. The $3,000 rebate applies to each port of a multiple-port charger, as long as each user is able to charge simultaneously at full capacity. If charging capacity is reduced when multiple ports are in use – the additional rebate does not apply per port, visit the PWP Commercial Electric Vehicle and Charger Incentive Program website for further details and information.

EVSE Incentive – Multi-Unit Dwelling (MUD) and Workplace – Pacific Gas & Electric (PG&E)

Utility/Private EV Charging Incentive

Pacific Gas & Electric’s (PG&E) EV Charge Network Program provides installation support and funding for MUDs and workplaces in the PG&E territory to install ClipperCreek EVSE in parking areas. To qualify, facilities must equip at least ten adjoining parking spaces with EVSE. Eligible expenses include the cost of installation and a portion of the EVSE unit cost, up to $1,500 per port. EVSE Rebate – Pacific Gas & Electric (PG&E)

Utility/Private EV Charging Incentive

Pacific Gas and Electric (PG&E) offers EVSE rebates for school facilities. For eligible site host owners, PG&E will provide a one-time rebate in the amount up to the cost of the EVSE, the warranty, ongoing maintenance, operating costs, and networking fees for a period up to eight years. The total rebate amount is equal to or exceeds the cost for most of the equipment qualified in PG&E’s RFQ. For details, including eligibility and funding, visit the PG&E EV program website.

State Parks Electric Vehicle Supply Equipment (EVSE) Program – Pacific Gas & Electric (PG&E)

Pacific Gas and Electric’s (PG&E) Electric Vehicle (EV) Charge Parks program provides EVSE at state parks and beaches for fleet and public usage. For details on how it works, including funding availability, please visit the PG&E EV program website.

EVSE Incentive – Sac Metro Air District

Utility/Private EV Charging Incentive

The Sac Metro Air District can help fund alternative fueling and charging infrastructure via the Community Air Protection Incentive Program. Infrastructure incentives are for natural gas and hydrogen fueling stations and battery electric vehicle charging stations. For details see the Infrastructure Incentives.

EVSE Rebates – Sacramento Municipal Utility District (SMUD)

Utility/Private EV Charging Incentive

SMUD residential customers could get up to $1,000 toward EV charging equipment and installation costs with SMUD Charge@Home. Customers may also get rewarded for charging when it’s best for the electricity grid which allows more renewable energy usage with the Managed EV Charging program. 

SMUD also provides rebates to commercial customers for the purchase and installation of Level 2 EV charging stations at their workplace or multi-unit dwelling (MUD). Eligible applicants may receive up to $4,500 per port for a Level 2 EVSE. EVSE Rebate – Silicon Valley Power (SVP)

Silicon Valley Power (SVP) in Santa Clara has an EV Charging Station Rebate program that offers eligible customers up to $550 rebate when they install an electric vehicle charging station for home, multifamily housing, schools, and non-profit facilities. There is also an added grant available to multifamily housing units that provide below-market rental units. For more information, including how to apply, see the Silicon Valley Power website.

Commercial and Residential EVSE Rebates – Turlock Irrigation District (TID)

Turlock Irrigation District (TID) offers eligible residential customers up to a $300 rebate for the installation of a qualifying Level 2 EVSE. For details, including eligibility requirements, please visit TID Residential Electric Vehicle Rebates website.
